Cop shoots dog because he is a trained coward. Misses The dog, but shoots and kills the woman, whose dog it was, who he had been sent to check the welfare of. Cops need to stop shooting dogs. Everyone else manages to deal with dogs, even aggressive ones without having to shoot them.
