The Money Just Isn't There
The coming break. "Institutions are created and work well enough for a while. Then they become sclerotic and dysfunctional. No bureaucracy is ever able to self-reform from the inside. And all bureaucracies are supremely good at resisting reform from the outside. So systems don’t bend. Instead, they break. Then people pick up the pieces and start over again with a new set of institutions that work better. For a while. Until they too become inbred and destructive."
