"According to the suit, in 2013 city children in foster care spent more than twice as much time in the system as children in the rest of the country; New York City was among the slowest jurisdictions in reuniting foster care children with their parents; and it took longer for foster children to be adopted in the city than in the rest of the state and in every other state. These delays have persisted even as the city’s foster care population has fallen to around 11,100, less than a third of the total in 1999."
