The Virtual Roll

This is a really nice idea. It provides a good middle ground between only rolling the dice for social skills or having everything roleplayed out. Each has its drawbacks. Simply put:

If a player has a diplomacy or similar roll to make, the player roleplays it out and the GM gives the player a virtual roll; ie, rather than the player roll, the GM gives a number, starting from 10 (Taking 10) to 20, with 10 being average and 20 being the best. Numbers lower than 10 should only be used if the attempt is really badly done. Then the player applies modifiers and skill ranks to the number to get a resulting value. It rewards good roleplay while still allowing characters who are more charismatic than they are.

For dice pools, just start with the average number of successes per die and go from there.
