There's the key. Internal Affairs. It would be instructive to hear what comes of this. If the offenders are disciplined, I'd bet we'll never hear about it. That'd look too much as if the system works.
Things disappear in Internal Affairs, never to be heard of again.
If any of them get more than "make sure tape recorders off before you flap your guns around them", I would be greatly surprised.
